What is prequalification?

Many states require contractors to prequalify with a transportation department or public-works authority before they can bid on highway, bridge, or other publicly funded projects. Prequalification typically involves submitting audited financial statements, demonstrating bonding capacity, and proving relevant experience. The result is a “capacity rating” or “bid limit” that caps the dollar value of projects you may bid on. Prequalification is separate from your contractor license. A licensed contractor who skips prequalification cannot bid on covered public-works projects.

The following jurisdictions either have no state DOT prequalification program, handle qualification through bid bonding alone, or manage it at the local level.

Highway prequalification is typically separate from your state contractor license. Even if you hold a valid license, you must prequalify before bidding on covered DOT projects.
