# Montana

> Contractor licensing thresholds, regulator routing, requirements, reciprocity, and license types for Montana's registration-plus-trade-licensing model.

Montana separates general construction registration from trade-specific licensing. Any construction business must register with the Department of Labor and Industry and carry Montana workers' compensation, but there is no exam, experience, or bond requirement for general registration. Electrical and plumbing work require separate state licenses with exams. Highway prequalification is narrow — it applies only to blasting, rockscape stabilization, and stream restoration.

<Warning>
  Always verify statutes, fees, and application details with the live regulator before making bidding, licensing, or legal decisions.

<Tabs>
  <Tab title="Contractors" icon="hard-hat">
    <AccordionGroup>
      <Accordion title="Does Montana require a state contractor license for general construction?">
        Montana requires registration, not a traditional license, for general construction. Registration with DLI costs **\$70** for a two-year period and has no exam, experience, or bond requirement. You must carry Montana workers' compensation coverage. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="How do I get a plumbing or electrical license in Montana?">
        Electrical licenses are issued by the State Electrical Board. Journeyman electricians need 8,000 hours of practical experience and must pass an exam at 70%. Plumbing licenses are issued by the Board of Plumbers. Journeyman plumbers need 5 years of experience and must pass an exam at 70%. See [Requirements](#requirements) and [Who regulates construction](#who-regulates-construction).
      </Accordion>

      <Accordion title="What are Montana's workers' compensation registration requirements?">
        Montana must appear in section 3A (not 3C) of your workers' compensation insurance declaration page. Workers' comp is required when a contractor has employees. If you have no employees, you may need an Independent Contractor Exemption Certificate (**\$125** for two years). See [Requirements](#requirements).
      </Accordion>

      <Accordion title="Where do I go to register or get licensed in Montana?">
        General contractor registration goes through DLI's Contractor Registration Unit. Electrical licensing goes through the State Electrical Board. Plumbing licensing goes through the Board of Plumbers. Highway work goes through MDT. See [Who regulates construction](#who-regulates-construction).
      </Accordion>

      <Accordion title="How much does it cost to register and get licensed?">
        General registration is **\$70** for two years (**\$75** renewal). Electrical application by exam is **\$190** with **\$140** biennial renewal. Plumbing journeyman application is **\$270** with **\$160** annual renewal. Master plumber application is **\$380**. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="Can I use my out-of-state license in Montana?">
        Montana has workers' comp extraterritorial agreements with 7 states (Idaho, ND, SD, OR, UT, WA, WY) covering insurance portability. The electrical and plumbing boards accept CE from reciprocal states, but specific partner states should be confirmed with each board. General registration has no reciprocity. See [Reciprocal agreements](#reciprocal-agreements).
      </Accordion>

      <Accordion title="Does Montana require a license for roofing work?">
        Roofing is covered under general construction registration. Register with DLI for **\$70** (two years) and carry Montana workers' comp. No exam, bond, or experience is required for general construction registration. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="What are the continuing education requirements?">
        Electricians must complete 8 hours of CE per year in the renewal cycle, with at least 4 hours on NEC updates. Plumbers must complete 4 hours annually. General contractor registration has no CE requirement. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="Does Montana require prequalification for highway work?">
        Only for specialty work: blasting, rockscape stabilization, and stream restoration. General highway projects use standard MDT bidding without prequalification. Joint ventures must file a declaration and power of attorney with MDT before bidding. See [Construction work regulated](#construction-work-regulated).
      </Accordion>

      <Accordion title="What does the out-of-state workers' comp agreement mean for contractors?">
        Montana's extraterritorial agreements with 7 states allow workers' comp coverage from those states to follow workers into Montana under certain conditions. These cover insurance portability, not credential recognition. You still must register with DLI and meet all other Montana requirements. See [Reciprocal agreements](#reciprocal-agreements).

  <Tab title="Regulators" icon="shield-check">
    <AccordionGroup>
      <Accordion title="How does Montana regulate general construction?">
        Montana uses a registration model, not a qualification-based license. Registration requires only a **\$70** fee and workers' comp coverage — no exam, experience, or bond. This is one of the lightest entry points nationally. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="What trades require state licensing in Montana?">
        Only two trades: electrical (through the State Electrical Board) and plumbing (through the Board of Plumbers). Both require exams, experience, and continuing education. All other construction trades are covered by the general registration model. See [Construction work regulated](#construction-work-regulated).
      </Accordion>

      <Accordion title="How does the Montana DOT handle highway bidding?">
        MDT requires prequalification only for blasting, rockscape stabilization, and stream restoration. All other highway projects use standard bidding without prequalification. Joint ventures must file a declaration and power of attorney. See [Construction work regulated](#construction-work-regulated).
      </Accordion>

      <Accordion title="How does Montana's registration model compare to licensing states?">
        Montana's general construction registration has no exam, no experience requirement, and no bond — only a **\$70** fee and workers' comp. This is dramatically lighter than states like Nevada (universal licensure with exams) or California (**\$1,000** threshold with exams and bonds). Trade licensing for electrical and plumbing does have real barriers.
      </Accordion>

      <Accordion title="What are the fees across registration and trade licensing?">
        Registration is **\$70** for two years. Electrical application is **\$190** with **\$140** biennial renewal. Electrical contractor is **\$210** with **\$210** biennial renewal. Plumbing journeyman is **\$270** with **\$160** annual renewal. Master plumber is **\$380** with **\$265** annual renewal. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="What license classifications does Montana use?">
        Three regulatory families: Construction (registration, ICE certificate, home inspector), Electrical (master, journeyman, residential, limited/unlimited contractor), and Plumbing (journeyman, master, medical gas endorsement). See [Types of licenses](#types-of-licenses).
      </Accordion>

      <Accordion title="How does reciprocity work in Montana?">
        Workers' comp extraterritorial agreements exist with 7 states (Idaho, ND, SD, OR, UT, WA, WY) covering insurance portability. Electrical and plumbing boards accept CE from reciprocal states. General registration has no reciprocity. See [Reciprocal agreements](#reciprocal-agreements).
      </Accordion>

      <Accordion title="What exam requirements exist?">
        General registration: no exam. Electrical journeyman/residential: 70% minimum. Electrical master: 75% minimum. Plumbing: 70% minimum. After repeated failures, additional CE is required before re-examination. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="What are the renewal cycles?">
        Registration is biennial. Electrical individual licenses are biennial (May 15 through July 15). Electrical contractor licenses are biennial. Plumbing licenses are annual (July 1 through September 1). See [Requirements](#requirements).
      </Accordion>

      <Accordion title="How does Montana compare to neighboring Western states?">
        Montana is among the least regulated for general construction. Its **\$70** registration with no exam or bond is lighter than Idaho (registration plus trade licensing), Wyoming (electrical-only at state level), or Oregon (comprehensive endorsement system). ## Readiness checklist

Four things you need to confirm before you can treat Montana as "ready" for a bid or an application. If any of these are unclear, you are not ready yet.

<Steps>
  <Step title="Classify the project lane" icon="tag">
    Identify whether the work is general construction, electrical, plumbing, home inspection, or highway specialty.
  </Step>

  <Step title="Register with DLI" icon="receipt">
    All construction work requires DLI registration (`$70` for two years) and Montana workers' comp coverage with MT in section 3A.
  </Step>

  <Step title="Route to the trade board" icon="building">
    If the work involves electrical or plumbing, apply separately to the State Electrical Board or Board of Plumbers. General construction stops at DLI registration.
  </Step>

  <Step title="Confirm the requirement set" icon="clipboard-check">
    Confirm exams, experience, fees, continuing education, and renewal timing for the specific trade board before filing.
  </Step>
</Steps>

<Check>
  If you can identify lane, registration status, trade board (if applicable), and requirement set, you have the minimum package needed for a Montana readiness check.

## Construction work regulated

Montana does not set a minimum contract value for general construction. Instead, it requires registration and workers' comp coverage for all construction businesses regardless of project size. Electrical and plumbing are licensed separately.

| Work lane | What triggers regulation |
| -------------------- | ---------------------------------------------------------------------------------- |
| General construction | Registration and workers' comp required — no dollar threshold |
| Electrical work | State license required for all electrical work |
| Plumbing work | State license required for all plumbing work |
| Home inspection      | Registration required since January 1, 2020                                        |
| Highway specialty | MDT prequalification for blasting, rockscape stabilization, and stream restoration |

<Note>
  Montana does not require prequalification for general highway projects. Only blasting, rockscape stabilization, and stream restoration contractors need MDT prequalification. Joint ventures must file a declaration of joint venture and power of attorney with MDT before bidding on any highway contracts.

## Reciprocal agreements

Montana does not operate a traditional state-to-state license reciprocity program for general construction. Workers' comp extraterritorial agreements allow certain out-of-state coverage to follow workers into Montana. The electrical and plumbing boards accept CE from states with reciprocity, but the specific partner states are not published in general reference sources — confirm with each board directly.

<Info>
  Workers' comp extraterritorial agreements are not the same as license reciprocity. They cover insurance portability, not credential recognition.
