# Arkansas

> Contractor licensing thresholds, regulator routing, requirements, reciprocity, and license types for Arkansas's split-board construction regulation model.

Arkansas uses a split-board model with 10 separate regulatory agencies. The Contractors Licensing Board handles both commercial and residential licensing, while trade-specific work — electrical, plumbing, HVAC, boiler, elevator, fire protection, alarms, and environmental — is divided among specialized boards under different state departments.

<Warning>
  Always verify statutes, fees, and application details with the live regulator before making bidding, licensing, or legal decisions.

<Tabs>
  <Tab title="Contractors" icon="hard-hat">
    <AccordionGroup>
      <Accordion title="What is the minimum contract value that requires a commercial contractor license in Arkansas?">
        Commercial construction requires licensing at **\$50,000** or more in combined labor and materials. This threshold covers commercial, industrial, and public works projects. For residential work, the threshold is much lower at **\$2,000**. See [Construction work regulated](#construction-work-regulated).
      </Accordion>

      <Accordion title="Do I need a separate license for electrical or HVAC work, or does my general contractor license cover it?">
        Yes, you need separate licenses. Trade-specific work — electrical, plumbing, HVAC, fire protection, boiler, elevator, and alarms — requires credentials from the relevant specialty board even if you hold a general contractor license from the Contractors Licensing Board. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="Where do I go to get licensed in Arkansas?">
        Arkansas has 10 separate regulatory agencies. The Contractors Licensing Board handles commercial and residential licensing. Electrical goes to the Board of Electrical Examiners, plumbing to the Department of Health, HVAC to the HVAC/R Division, and so on. See the [board directory](#who-regulates-construction) for complete contact details.
      </Accordion>

      <Accordion title="How much does it cost to get a commercial contractor license?">
        The commercial contractor application fee is **\$100** with a **\$50** annual renewal. You also need a **\$10,000** surety or cash bond and audited or reviewed financial statements from a CPA or RPA. Late renewal doubles the fee to **\$100**. See [Requirements](#requirements) for complete fee tables.
      </Accordion>

      <Accordion title="What are the bonding and insurance requirements?">
        Commercial contractors need a **\$10,000** surety or cash bond payable to the State of Arkansas. Residential roofers require a **\$15,000** surety bond. Fire protection sprinkler contractors need **\$1,000,000** minimum insurance. Asbestos contractors need **\$1,000,000** minimum liability insurance. Requirements vary by trade — see [Requirements](#requirements).
      </Accordion>

      <Accordion title="Can I use my out-of-state license in Arkansas?">
        It depends on the board and license type. The Contractors Licensing Board has exam waiver agreements with Alabama, Louisiana, Mississippi, and Tennessee. The Electrical Board has the broadest reciprocity — 18 states for journeyman but only 2 for master. See [Reciprocal agreements](#reciprocal-agreements).
      </Accordion>

      <Accordion title="Are subcontractors required to be fully licensed?">
        Not always. Subcontractors working under a properly licensed contractor can register for **\$100** instead of obtaining a full license — no exam, experience, or financial statement is required. However, if contracting directly with the owner, a full Commercial Contractors license is required. See [Subcontractor Registration](#requirements).
      </Accordion>

      <Accordion title="What are the requirements for residential construction?">
        Residential builders need **4 years** of experience, a compiled financial statement, and a 70% score on the business law exam. The application fee is **\$100** with a **\$50** annual renewal. Remodelers need only **2 years** of experience and pay **\$50** application / **\$25** renewal. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="Does Arkansas require licensing for roofing work?">
        Yes. Residential roofers must register since January 1, 2022 — the fee is **\$20** with a **\$15,000** surety bond and workers' compensation insurance. If you perform other residential work in addition to roofing, you need a Home Improvement License instead. Commercial roofing at **\$50,000** or more requires a full commercial contractor license. See [Construction work regulated](#construction-work-regulated).
      </Accordion>

      <Accordion title="What if my project involves both general contracting and specialty trades?">
        You need credentials from each relevant board. A commercial contractor license from the Contractors Licensing Board does not cover specialty trade work. For example, a **\$500,000** commercial project with electrical, plumbing, and HVAC scope requires the general contractor license plus separate credentials from the Board of Electrical Examiners, Department of Health, and HVAC/R Division. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="Do I need a license before bidding or just before starting work?">
        A license must be obtained before submitting a bid. For federal-funded projects, an application must be on file before the bid submission, and a license obtained before executing the contract. See [Commercial Contractors](#requirements).
      </Accordion>
    </AccordionGroup>
  </Tab>

  <Tab title="Regulators" icon="shield-check">
    <AccordionGroup>
      <Accordion title="How does Arkansas's licensing model compare to single-board states?">
        Arkansas is one of the more fragmented states, distributing construction regulation across 10 separate agencies under multiple departments (Labor, Health, Environmental Quality, State Police, and Transportation). This contrasts sharply with single-board states where one agency handles all contractor licensing. See [Who regulates construction](#who-regulates-construction).
      </Accordion>

      <Accordion title="How does Arkansas's $50,000 commercial threshold compare to other states?">
        The **\$50,000** commercial threshold is moderate — higher than states that trigger at **\$500** or **\$1,000** but lower than states like Alabama at **\$100,000**. The **\$2,000** residential threshold is notably low, capturing most residential projects. For cross-state comparison, see [Licensing thresholds](/docs/compare/licensing-thresholds).
      </Accordion>

      <Accordion title="What types of construction work are regulated at the state vs. local level?">
        Arkansas regulates at the state level through its 10 agencies: commercial and residential general contracting, electrical, plumbing, HVAC/R, boiler, elevator, fire protection, fire and burglar alarms, environmental (asbestos, UST, lead), and highway prequalification. Local jurisdictions may impose additional requirements, but the primary regulatory framework is state-level.
      </Accordion>

      <Accordion title="How is contractor licensing divided between the Contractors Licensing Board and the Department of Labor?">
        The Contractors Licensing Board handles general commercial and residential licensing. The Department of Labor and Licensing houses several trade-specific divisions: electrical (Board of Electrical Examiners), HVAC/R, boiler, elevator, and fire protection. Plumbing goes to the Department of Health, alarms to the State Police, and environmental work to the Department of Environmental Quality.
      </Accordion>

      <Accordion title="What are the fees and bonding requirements across trades?">
        Fees and bonds vary widely. Commercial contractors pay **\$100** application / **\$50** renewal with a **\$10,000** bond. Fire protection sprinkler contractors pay **\$700** with **\$1,000,000** insurance. Elevator contractors pay **\$250** per year with **\$1,000,000** liability insurance. UST contractors pay **\$300** with a **\$25,000** bond. See [Requirements](#requirements) for complete tables.
      </Accordion>

      <Accordion title="What license classifications does Arkansas use?">
        The Contractors Licensing Board offers classifications from Heavy Construction through Residential Specialty, including subcontractor registration and residential roofer registration. The Electrical Board issues 8 credential levels from apprentice through master. HVAC/R has 5 classes (A through E) plus employee registration. See [Types of licenses](#types-of-licenses).
      </Accordion>

      <Accordion title="How does reciprocity work in Arkansas?">
        There is no single statewide reciprocity arrangement. The Contractors Licensing Board has exam waiver agreements with 4 states. The Electrical Board has the broadest network — 18 states for journeyman but only 2 for master. The State Police has PI reciprocity with 3 states. Each board must be checked independently. See [Reciprocal agreements](#reciprocal-agreements).
      </Accordion>

      <Accordion title="What exam requirements exist across the different boards?">
        Most boards require exams: the Contractors Licensing Board requires a 70% business law exam, electricians need 70% on trade exams, plumbers need 75%, HVAC/R contractors need 70%, fire protection sprinkler inspectors need 90%, and blasters need a Fire Marshal exam. Some boards accept alternative certifications like NICET. See [Requirements](#requirements).
      </Accordion>

      <Accordion title="What are the renewal cycles across Arkansas's boards?">
        Most licenses are valid for one year from the date of issuance. Elevator licenses renew by January 31 with 8 CE hours every two years. Fire alarm Class E licenses and registrations are valid for two years. UST certifications renew every 2 years. ARDOT prequalification is valid for one year from the financial statement date plus a 4-month grace period.
      </Accordion>

      <Accordion title="How does the subcontractor registration alternative work?">
        Arkansas offers a distinct subcontractor registration path (**\$100**, no exam, no experience, no financial statement) for subcontractors working under a properly licensed contractor. This is unusual compared to states that require all subcontractors to hold full licenses. The registration is not available if contracting directly with the owner.
      </Accordion>

      <Accordion title="How does Arkansas compare to other Southern states in regulatory complexity?">
        Arkansas's 10-agency model is among the most fragmented in the South, rivaling Alabama's 8-board split. The distinct jurisdictional boundaries between the Contractors Licensing Board, Department of Labor divisions, Department of Health, State Police, and Department of Environmental Quality create significant routing complexity. See the [South region guide](/docs/jurisdictions/regions/south).

    <Tip>
      Start with contract value: **\$50,000** for commercial, **\$2,000** for residential. Then determine whether your trade requires a separate specialty board license.
    </Tip>

    * Commercial contractors need **5 years** of experience (major classifications) or **1 year** (specialties), plus a **\$10,000** bond and audited or reviewed financial statements.
    * Residential builders need **4 years** of experience; remodelers need **2 years**.
    * Subcontractors of properly licensed contractors can register (**\$100**) instead of obtaining a full license.
    * A license must be obtained before submitting a bid — or at minimum, an application must be on file for federal-funded projects.
    * Trade-specific work (electrical, plumbing, HVAC, fire protection, etc.) requires separate credentials from the relevant specialty board, even if you hold a general contractor license.
    * ARDOT prequalification is a separate gate for highway work.

## Readiness checklist

Four things you need to confirm before you can treat Arkansas as "ready" for a bid or an application. If any of these are unclear, you are not ready yet.

<Steps>
  <Step title="Classify the project lane" icon="tag">
    Identify whether the work is commercial (>= `$50,000`), residential (> `$2,000`), highway, or trade-specific (electrical, plumbing, HVAC, fire protection, elevator, boiler, alarms, or environmental).
  </Step>

  <Step title="Apply the right threshold test" icon="receipt">
    Check `$50,000` for commercial or `$2,000` for residential against the work lane table. Trade-specific work may not have a dollar threshold but requires separate board credentials.
  </Step>

  <Step title="Route to the correct regulator" icon="building">
    Use the regulator directory below. Arkansas has 10 agencies — do not assume the Contractors Licensing Board handles all trades.
  </Step>

  <Step title="Confirm the requirement set" icon="clipboard-check">
    Confirm exams, experience, fees, bond, financial statements, and reciprocity rules for the exact board before filing.
  </Step>
</Steps>

<Check>
  If you can identify lane, threshold, regulator, and requirement set, you have the minimum package needed for an Arkansas readiness check.
</Check>

## Reciprocal agreements

Arkansas does not have a single statewide reciprocity arrangement. Each board maintains its own agreements, and some boards have different reciprocity rules for different license levels. Always confirm which board and which license type are involved before assuming an out-of-state credential transfers.

<Info>
  The Electrical Board has the broadest reciprocity network — 18 states for journeyman, but only 2 for master. Check the specific license level, not just the board name.
