# Prequalification patterns

> Which states require highway and public-works prequalification, what the agencies demand, and what separates a routine filing from a competitive disadvantage.

## What is prequalification?

Many states require contractors to prequalify with a transportation department or public-works authority before they can bid on highway, bridge, or other publicly funded projects. Prequalification typically involves submitting audited financial statements, demonstrating bonding capacity, and proving relevant experience. The result is a "capacity rating" or "bid limit" that caps the dollar value of projects you may bid on.

Prequalification is separate from your contractor license. A licensed contractor who skips prequalification cannot bid on covered public-works projects.
